Obituary

Bill E. Carter, 83, of Horton, Kansas, passed away on September 2, 2011 at the Midland Hospice House in Topeka, Kansas. Bill was born on November 6, 1927 at Sparks, Kansas the son of Pete and Maggie Bale Carter. The Carters moved to Horton when Bill was four years old. Bill served in the U.S. Navy during WW II from 1945 to 1948. He was a member and Past Commander of the Horton V.F.W. and American Legion. Bill was a member of the Paralyzed Veterans of America and the First Baptist Church of Horton. Bill worked for the Horton Police Department until arthritis forced him to retire in 1966. He was a former Cub Scout and Boy Scout leader. Bill enjoyed going camping, fishing and hunting with his family. Bill was married to Donna Walker from 1950 to 1955 and they had two daughters, Jolene Reynolds of Wayne, Nebraska and Patty Carter of California. Bill Carter and Theola Siebenmorgan married June 12, 1959 at Atchison, Kansas. She survives of the home. They are the parents of Billy (Debora) Carter, Jr. of DeKalb, Missouri and Sara (Don) Oswald of West Branch, Iowa. Bill's grandchildren include: Angela (Brandon) Leininger of Platte City, Missouri, Tyler and Rachel Oswald of West Branch, Iowa. Boyd Levi Leininger is Bill's great grandchild. He is also survived by four sisters, Mutt Reeves of Winchester, Kansas, Betty Heim of Holton, Kansas, Barb Cirkel of Jacksonville, Texas and Sue Carol Willis of Mesa, Arizona. Bill was preceded in death by his parents, two brothers, Francis and Rusty Carter and four sisters, Minnie Banning, Sue Bell, Emogine Winterscheidt and Ethel Meerpohl. Funeral services will be at 10:00 A.M. on Tuesday, September 6, 2011 at the Dishon-Maple-Chaney Mortuary in Horton, Kansas where the family will greet friends on Monday evening from 7:00 to 8:00 P.M. Military Graveside Rites and burial will be at the Horton Cemetery. Memorials may be made to the First Baptist Church and may be sent in care of the mortuary.
